This patch adds a smoothness benchmark with slimming paint.

@Annie, we made a mistake when adding
https://crrev.com/da8b63007bd79a03f9d5429d75511db8b723a2ea and we should have
enabled this test instead. I've reverted the other benchmark and would like to
add this instead.

Looks like our new CQ_EXTRA_TRYBOTS feature was enabled for this! But it's set
to :

CQ_EXTRA_TRYBOTS=tryserver.chromium.perf:linux_perf_bisect;tryserver.chromium.perf:mac_perf_bisect;tryserver.chromium.perf:win_perf_bisect;tryserver.chromium.perf:android_nexus5_perf_bisect


Even though 'win', 'mac', and 'android' are disabled for the benchmark. I'm
going to update it manually, but maybe we should do a more fine-grained check?
