The failure to compile the Windows component build with Patch Set 1 was due to
Skia r5914. This was fixed with Skia r5946; Patch Set 2 now includes this.

The failure of chromium-linux-fontconfig-renderstyle.html is a direct and
expected result of Skia 5944. This will need to be suppressed and rebaselined.

The failures of
[1] negative-offset-repeat-transformed.html
[2] border-image-rotate-transform.html
[3] png-partial-load-no-alpha.html
[4] webp-partial-load.html
[5] clip-mask-negative-scale.svg
[6] focus-ring.svg
[7] animated-path-inside-transformed-html.xhtml
are a direct, though perhaps unanticipated, result of Skia 5911. [1] and [2] are
just edges, but [3] and [4] appear to be assuming that unavailable data will be
transparent instead of opaque black (bitmaps only blit as opaque if they're
opaque and complete). [5] is interesting, due to only some edges being affected,
this may be a fluke or an edge coverage issue. [6] and [7] seem to be just edges
like [1] and [2]. I think someone who knows more about this than I should take a
look to decide if we should look into edge coverage and alpha, revert 5911
(again), or just rebaseline.

So, at least there are explanations for the observed failures. It's a rocky
roll.
