Don't dispatch event after shutdown on AshWTHUnified
in the same way as AshWTHX11/Ozone

Fixed minor error introduced when cleaning up CL

Does this mean it's always in the unified desktop mode once the flag is set and
cannot be changed?  Is that intentional?

That's a flag, so you can't change it on the fly anyway. I have a plan to
consolidate but not in m44. (see my comment at 658)
