Blacklist GPU raster on Adreno 3xx with ES2-only drivers.

A small subset of Adreno 3xx devices, mostly common in Japan, have old
drivers that render incorrectly with GPU raster.  They're
distinguishable by their GL version being only ES 2.0, unlike most
Adreno 3xx which support 3.0.
