Disable flaky test, ExtensionWindowCreateTest.AcceptState on mac

Disable flaky test, ExtensionWindowCreateTest.AcceptState for mac

fullscreen state test is flaky on mac. disable it.
This test does create window with fullscreen state.

disable for temporarily. I'll find another way to prevent flaky.
