You'll need a .gn change for this too. It's weird there -- I think you'll need a
different condition (not build_ime).

ui/gfx/BUILD.gn has a similar problem with ui_cocoa_test_helper.h/mm .. that
might be a better place. I  think I'm leadning towards ui/base, but will defer
to owners..
