bluetooth: Refactor device/bluetooth for C++ Style: typedef ordering.

Refactoring in preparation of additional code changes to BluetoothAdapter
before implementing an Android version.

No code line changes, only moved blocks of typedef to match style
guide ordering:

I prefer not having this kind of refactor patches if possible. Otherwise if
you'll do this kind of clean up then I prefer you do it in one go for all the
files in device/bluetooth.

Ok, split the previous patch. This patch now handles typedef style consistently
across all of device/bluetooth, and the .cc ordering issue has been split out to
https://codereview.chromium.org/1096183003/
