Roll ICU 214189:239289

Too many updates to summarize them here.

This version of ICU allows for using a .dat file on posix systems that is mmaped
instead of compiling the data in like we currently do.

You may want  to go directly to ICU r=239289. The icu*dat file in Chrome's ICU
tree was outdated (if it matters). I updated it  at
https://codereview.chromium.org/101593005/ 
BTW. would it make sense to add chromium:72633 to the BUG line?
