Add --running-as-hooks argument to install-debian.wheezy.sysroot.py

Add --running-as-hooks argument to install-debian.wheezy.sysroot.py

Previously this was called --linux-only which was a little
misleading since this flag is really used to detect when
it running via the hooks.
