Re-enable draw_properties.tough_scrolling on Windows.

I can't reproduce a MemoryError locally or on the try bots, and the original bug only shows MemoryErrors on the top_25 pageset.

The bug refers to a few different issues, one of which being that the reference
builds don't yet have the needed trace categories to make the test work. So I
think it is still correct.
