I attempted to use 'all' here (since duplicate names are supposed to be ok), but
ninja complained about 'all' being defined multiple times.

'all_r' is a placeholder, what naming conventions do you suggest for this?

I'm not 100% convinced that we should move the files into a subdirectory. The
advantage to having everything defined in the top-level file is that you can
easily see what all is built in one place; you don't have to jump around to N
different files like you do in GYP.

However, remoting is complicated, and I can see the counterargument, so let's
take remoting as an experiment for now about creating roll-up targets in
subdirectories.

You should use '*_all' for a name, e.g. 'remoting_all'.

However, I would also like the structure of this target to mirror the structure
of the 'gn_all' target in build/gn_migration.gypi. Can you please update that as
well?
