Use fake media stream in ContentPreferencesTest#testCameraMicNotBlocked

This adds the --use-fake-device-for-media-stream flag to the
ChromeShell test ContentPreferencesTest#testCameraMicNotBlocked, so that
it can succeed when running on a device that does not have a
microphone.

I assume that file is shared across platforms, so I don't know if removing the
todo makes sense yet.

The test doesn't seem to be testing the android interactions with the camera API
directly, so your proposed change l g t m, but I'll give the others a chance to
chime in first.
