Remove android_webview_build conditions from components_tests.

Remove android_webview_build conditions from components_tests.

Remove the android_webview_build conditions from components_tests.gyp
now that we no longer support that build configuration, and flatten out
the conditions appropriately. Also move the OS==android case to no
longer be nested inside OS!=ios since the former implies the latter.

Hi Jochen, do you mind taking a look at this? I intentionally left this out of
the previous components CL because of how massive the change looks here, since
virtually the entire file was nested in an android_webview_build condition block
:(

If you patch it into a local tree and look at it with "git diff -w" to ignore
whitespace changes, the diff is much, much smaller and easier to follow, but
rietveld doesn't know how to ignore whitespace it seems. I wrote this change
with extensive use of folding in my editor :)
