On android with mobile user agent set, when we naviate to kbs.co.kr, 3 times
navigation happens

1. http://kbs.co.kr
2. http://www.kbs.co.kr
3. http://m.kbs.co.kr

During navigating from http://www.kbs.co.kr to http://m.kbs.co.kr, even though
we are stoping the load of this document, we see some of the parsed content of
the already loaded content for fraction of seconds before loading
http://m.kbs.co.kr

I think we missed these steps during https://codereview.chromium.org/181493007
which caused the regression.

Please a take a look.

Can you add a link to this CL's description, pointing at the CL where this was
removed? It's otherwise unclear that you're just adding back code whose removal
had unintended consequences.
