i think we'll probably want to bump this to a newer rev (we're very unlikely to
want to build things targeting Ice Cream Sandwich) but it's not important to do
so now. most things reference android-14 as that's the oldest API level the
chrome repo targetted when it was first being brought up and most things just
haven't changed.
