Change the accelerator key for Javascript debugger and console to avoid using VK_OEM3

Change the accelerator key for Javascript debug to Ctrl-Shift-D from 'Alt-`'


BUG=3696, 5087
TEST=Install non-en-US keyboard and switch keyboards to one of them (e.g. German, French, Russian) and make sure that shortcut keys for Javascript debug remains 'Ctrl-Shift-L'.

Can we use Ctrl+~ or similar instead? Ctrl+Shift+D is too close to bookmarking.
I'd even take Ctrl+Shift+~

I'd rather avoid VK_OEM_3 if possible. How about Ctrl+Shift+J or Alt+Shift+J?
(Ctrl-J is for 'Show Download'.) Then, we can also consider assigning
Ctrl+Shift+I or Alt+Shift+I to Javascript console
  
In Firefox (which does not have JS debugger by default), Ctrl+Shift+I is for DOM
inspector  and Ctrl+Shift+J is for error console.
