PTAL.  This CL was reverted because it caused some AlarmTimer unittests to fail
on the Linux ChromiumOS Tests bot.  It turns out that that bot is still running
ubuntu 12.04, which doesn't have a linux version high enough to support
CLOCK_REALTIME_ALARM.  The CQ trybots are running ubuntu 14.04, which does have
a high-enough linux version, which is why this CL passes the CQ.

I've worked around this by adding a check for CLOCK_REALTIME_ALARM to the tests
so that they will be skipped if it isn't supported.
