Refactor in HttpStreamFactoryImpl::Job.

Call GetSpdySessionKey in HttpStreamFactoryImpl::Job::DoCreateStream.

* Call GetSpdySessionKey in HttpStreamFactoryImpl::Job::DoCreateStream;
* minor refactor in HttpStreamFactoryImpl::Job::DoInitConnection;
* change HttpStreamFactoryImpl::Job::GetSpdySessionKey to not use
privacy_mode for proxy (DoCreateStream already behaved this way).
