Add TPM.InterruptedDuringEarlyCommand cros event enum name.

Add TPM.InterruptedDuringEarlyCommand cros event enum name.

This gives a name to the event which otherwise will appear
on the histogram simply as a number.

Why is this not the string that's used in the code
("TPM.EarlyResetDuringCommand")?  All the other parts of this enum correspond
directly to the strings in the code.  The fact that is differs is confusing.
