Mac: Fix broken website settings UI when using Right-to-Left languages.

Our NSSegmentedControl customization for this UI never handled RTL layout.
The fix is not pretty but it works.

Without this fix, the text will draw on the right side of the view while the
tabs draw on the left.
NSSegmentedControl does not really support padding outside the segment widths.

Give padding to this segment as well, because on RTL layout this segment is on
