Change V8 to branch 4.3 for M43

This is a reland of the previous roll (crrev.com/1052993002) which got
reverted due to an errant Blink change that depended on a newer version
of the V8 API. That Blink change has since been reverted.

Please note that this is the v8 version which will be used for beta branch. The
trybots were green. So it seems the current Blink version is not compatible with
the upcoming beta version. Were there any changes in Blink this week that could
produce problems like this? 
Further information: the branch is a copy of V8 4.3.61, which was in the
43.0.2352.0 Canary and looked pretty stable there.
