Include DirectoryExists to libbase_nacl_nonsfi.a.

Include DirectoryExists to libbase_nacl_nonsfi.a.

DirectoryExists will be used by sandbox/ code for
nacl_helper_nonsfi. This CL is the preparation for it.

Hello Lei,
Could you take a look at this CL?

Background:
we're implementing sandbox for nacl_helper_nonsfi, and it turned out
DirectoryExists the sandbox depends is missing in libbase_nacl_nonsfi.a. This CL
adds it.

Note: trusty32 bot is failing, but it is not related to this CL. It has
trajectory of test failures...
