Add some layout tests for Notification.data on persistent notifications

Add some layout tests for Notification.data on persistent notifications

These tests verify that our serialization behavior matches what we
expect to get. The implementation-imposed limit is also being tested.

I don't intend to test SerializedScriptValue - are you OK with just having these
two tests?

a string with invalid UTF-16 and nulls, like:
