Sending this out to get some initial thoughts and make sure I'm not missing
something: outside layout tests, I believe this code is completely unused.
Removing will be nice to get rid of the last vestigial bits of user stylesheets.

I'm still working on updating layout tests to accommodate this change, but I
think it should be doable. It will also remove the need to update this feature
at all for OOPI, since it will no longer exist =)

I've sent out the Blink CL for removing the layout tests in
https://codereview.chromium.org/1058723002. The dependencies were minimal, so I
think it should be pretty easy to just get rid of this completely.

I think it's done via WebDocument::injectStyleSheet:
