Update InfoBarUtil to use TouchCommon over TestTouchUtils.

Update InfoBarUtil to use TouchCommon over TestTouchUtils.

TouchCommon utils are preferable for test use because they work
even if there is a crash dialog on the screen from a previous test.
This makes the tests run more robustly.
