Remove unused method

Remove unused method

TestingProfile::CreateFallbackIconService() is never called. As no tests
depends on a FallbackIconService, remove this method.

This method was introduced in https://codereview.chromium.org/996253002/ but is
not currently used. I'm removing this on the assumption that it is not required.
If it is, it should probably be disabled on iOS / android since they cannot
implement FallbackIconService as DrawStringRectWithFlags() is NOTIMPLEMENTED
there.
