Trigger clean-up GCs between tests of Speedometer

This CL fixes the regression in Speedometer in oilpan builds.

Yes, something like that.

I ran Speedometer 20 times in both content_shell and chrome. The results are a
mixed bag of slight improvements and regressions (<2%). In other words, no
performance improvement or regression caused by Oilpan.
