ozone: evdev: Pass mouse wheel presence to gestures

This fixes middle-button scrolling on devices with no mousewheel. The
code is identical to existing code in the X11 build (xf86-input-cmt).

My ThinkPad keyboard does middle button scrolling in hardware so I wasn't able
to see it working, but I high confidence anyway since the code is identical.
