Technically the overflow properties are just obsolete. They could be removed
today. Although, there's some work to do to make it so that we clip by instead
of painting the overflow. But that work is not related to custom layout.

As an aside, I was chatting w/ Elliott today and he was suggesting that we might
want to keep z-index, but it only affects your paint order with respect to your
siblings. That would allow us to implement some things without needing custom
layout just to reorder children.
