PlzNavigate: disable second wave of failing content browser tests.

This only affects the PlzNavigate FYI bots. The filtering will be
removed before we should consider moving this test out of FYI.

I added still more tests to the gtest_filter option as there's still too many
tests failing on our FYI bots causing the suite to exit early (we want it to
finish). Follow up CLs might still be required.
