Add the SHA-1 deprecation string for Android page info security summary phrase.

This string will have an accompanying code change that we hope to have ready in time to merge into Chrome 42 for Android. The string needs to land early so we can kick off the translation process.

For the record, it's a direct copy of a string provided by Alex Ainslie and
already landed on desktop: https://codereview.chromium.org/1020953003
(But I've updated the description to match the style of the adjacent string
descriptions.)

The string is from Alex Ainslie, who writes security UX strings. I'd link to an
internal mailing list for future reference, but the discussion is not on a
mailing list. :-(
