Why does chrome/android/BUILD.gn depend on //testing/android/driver:driver_apk
vs broker_java here?

- the gn versions of chrome_shell_test_apk and content_shell_test_apk both now
depend on broker_java
- gyp doesn't have a good way of replicating gn's datadeps functionality to
require that an APK be built without pulling in its code. After talking with
cjhopman, I added a somewhat hacky gyp target that lets the three APKs that
require driver_apk do so.
