This is a trivial fix.

I know I've said to use NOTRY=true in the past, but I've been informed that this
is no longer necessary (the bots are now smart enough not to compile!) and
therefore discouraged.

So please remove that and lgtm. Thanks!

Apparently not all bots are that smart. All gn bots are still wasting cycles on
compiling.
