Make git cl try work in light of the new CQ config.json format

This should get "git cl try" working, but in the long-term, maybe someone should
better document this function, provide an example of what config.json looks
like, and add a presubmit check that prevents config.json from diverging from
the expected format again without updating PRESUBMIT.py as well.

Please see comment on bug. estade elevated to p0 and sergiyb won't be able to
address this until muc working hours (i.e. tomorrow).
