Fix failure in NetUtilTest.IDNToUnicodeFast running on Chromecast.

Fix failure in NetUtilTest.IDNToUnicodeFast running on Chromecast.

Tracked the failure down to this function.   Looks like a simple typo,
test passes now.

The fix LGTM, but do you have any idea why this was only failing on the
Chromecast?

I don't know why this hasn't failed elsewhere ... I work on Chromecast so that's
the only context I have here :)

Obviously there is already a test (this is to fix it!) ... the question is, how
to expose this error in the tests that run on the CQ?  I don't even know what
other platforms run this ifdef block (not U_WCHAR_IS_UTF16), do you?
