Enable WebNavigationApiTest.CrossProcess

Enable WebNavigationApiTest.CrossProcess

This CL enables the WebNavigationApiTest.CrossProcess test, but disables
the crossProcessWithSameSiteCommit subtest, since it is flaky due to
imprecise ordering of navigation events.
