Sadly, after https://crrev.com/320780
ExtensionCrxInstallerTest.InstallDelayedUntilNextUpdate has been failing on the
bots, though it was passing on the try bot.  I'll disable it again, but most of
the rest seem good so far.

I'm also disabling two tests that have been failing frequently on the Windows
FYI bot (and infrequently on the Linux FYI bot).
