Remove deprecated PPB_Messaging_1_1

Remove deprecated PPB_Messaging_1_1

This API was never officially supported, but I left in ABI compatibility for a while for the Google Earth prototype. They're now on the stable 1.2 version, so this version of the API can go away.

Good question; usually we should lean towards no. But it's good to remove them
when they no longer appear, yes. I verified we don't have any occurrences of
this in UMA.

IMO, there's no need to remove this, and it can help to keep it around, just in
case you want to look at really old data that might have the label.  But, if
you're 100% sure that there's no data that has this label, and you really want
to remove it, that's fine.

Fair enough, I'll leave it alone; we do have a tiny bit of data if I look back
far enough
