Agreed move to html vs static image is a good thing, thanks!

Couple feedback points for visual presentation:
- I think we can eliminate the bullets, just listing the items on lines should
suffice
- Can Committers row be a bit taller?
- Move "(and above)" to under the role name so that piece of info stands out
most

Also on the TODO, I think we'll be nearly up-to-date if we eliminate the
Documentation column, and make Source Code --> Source Code & Docs, since those
permissions are now one in the same.
