Add TRACE_EVENT_SAMPLE_WITH_TID_AND_TIMESTAMP to tracing

It is going to be used by V8 sampling profiler.

Oops, sorry. I was just playing with INSTANT events to be able to see them in
the trace viewer. Fixed.
