Write the predictor state on shutdown on Android.

The predictor usually serializes its state on a clean shutdown, so doesn't on
Android. This fixes it.

This is a very small CL adding serialization of the predictor state on Android.
Currently, the network prediction is almost non-existent on Android because the
predictor forgets everything at each shutdown (as can be checked by about:dns).
