Added debug timer to test.dart

We are seeing a lot of test.dart timeouts on our browser bots. This is an
attempt to get more information on what is going on.

Then I would need to make 'testCaseEnqueuer' an instance variable. I don't see a
real reason why this would give benefits. We could of course make all the
closures in here methods of the ProcessQueue class.

I'll keep it this way. If you insist, I can move it out in another CL.
