Note: these changes make analyzer and analysis server depend on the bleeding
edge version of the "args" package.  (No version of "args" has been published
which supports the new "ArgParser.usage" getter).  That's fine for now, but it
means that next time we want to publish analyzer or analysis server to pub,
we'll need to publish a new version of "args" in lock step.

So to reduce our coupling on other packages' release schedules, we might want to
ask the package owners to publish a new version, and hold this CL until they've
done so.  Thoughts?
