Redoing after revert.

How do I run Polymer's tests locally?  I tried test.py pkg, but even when I
added a false assertion I didn't see any test failures.

for tests: pkg/polymer/test/run.sh is a nice helper. It just runs these two
commands:

./tools/test.py -m release -r none -c dartanalyzer pkg/polymer
samples/third_party/todomvc

xvfb-run ./tools/test.py -m release -r vm,drt,ff,chrome,d8,jsshell -c
none,dart2js --checked pkg/polymer samples/third_party/todomvc

you can skip "xvfb-run" if not on linux. it's just a way of keeping
Chrome/Firefox windows from popping up when running the browser tests.
