Remove uses of dart:io Options from pub.

LGTM, though I generally think this is a change for the worse.

Only passing command-line args to main() makes it impossible for things like the
args package to access the command-line arguments on their own. Instead, the
application is forced to thread the arguments through itself and explicitly pass
them to the parser.

I think arguments are global, ambient properties of an execution environment,
just like environment variables are, so it feels like the wrong fit to make them
a local variable in main().
