Build fixes: adds arguments to the pub-build plugin to configure whether 'js'

Build fixes: adds arguments to the pub-build plugin to configure whether 'js'
and 'csp' options. Ensure we can call main in the generated code (no need to
export init.dart anymore).

shouldn't args populate this so it's always be true or false? i.e. it's never
null right?

oh - in this case it's a YamlMap we get from pub, so values could be null.
