Yeah, I think you're right - I got lost in all these reverts of reverts.  It
also looks like it's manifesting differently on drt vs dartium - I see

FAILED: none-drt-checked release_x64 html/indexeddb_5_test
Expected: Pass 
Actual: RuntimeError

for dartium-full, but the error message itself indicates a timeout:

6	ERROR	Expectation: cursor. Test timed out after 120 seconds.
