actually - I uploaded a new patch switching the implementation entirely.

There was 1 test failing that made me realize that using 'dart.js' made us lose
coverage of dart2js + drt in the bots (we were loading the dart version of the
code regardless). For this reason, I switched to use 'async' instead.

ha ha, I normally write TODOs as the action that needs to be done to fix the
code, rather than what we are currently doing, but I can see now that "remove
async" was ambiguous :-)

I rephrased it a bit.
