I think it would be really beneficial to actually state the structure, either
here or in the bot_utils file so that we have a common reference. Reading this
without much context means that it hard to reason about. I know we already have
this in a document, but we should have it here somewhere.

Then it should obviously be in bot_utils.py. (Otherwise we would need to
document it in any user of bot_utils.py.)
