I bumped the version all the way to 0.14.0 because the change in lazy
transformer semantics is technically a breaking change. It's unlikely that
anyone is relying on those semantics outside of "pub serve", though, so this
could also be a 0.13.0+1 release. It might be nice to get 0.14.0 out regardless,
though, so that people can start using it in their pubspecs and there's not too
much churn when we start releasing new visible features.

This also includes a link to my barback versioning doc. Once you've looked it
over, it might be nice to copy it to a Gist and link to that so that external
users can see it as well.

Definitely make sure to email the team and the Angular and Polymer folks before
this lands to let them know what's going on. Make sure they understand the lower
bound isn't change, so this will *not* necessitate an upgrade.

It's not a bad idea to wait a day or two to make sure everyone has had time to
digest it before committing.

Aside from that and a couple of nits, LGTM.
